The Llywydd informed Business Managers that she will call a short break between Voting Time and the start of Stage 3 proceedings to enable final preparations, and that she will consider a further break during Stage 3 proceedings should it be requested by the Members involved.

At the request of the Trefnydd, the Business Committee agreed to swap the order of the Member’s Legislative Proposal debate and the Economy, Trade, and Rural Affairs Committee debate, due to Ministerial availability.

3.2   Three week timetable of Government Business

The Trefnydd informed Business Managers of the following changes to the Three Week Timetable of Government Business:

 

Tuesday 15 July 2025

·         Legislative Consent Motion: The Absent Voting (Elections in Scotland and Wales) Bill (15 mins) – postponed until 16 September

·         Debate: The Welsh Government Annual Report and Legislative Programme Delivering the Government’s Priorities and Legislative Programme (60 mins)

 

Heledd Fychan requested confirmation of when the Statement by the Cabinet Secretary for Education on the Progress of the Curriculum Rollout, which was withdrawn last week, would be rescheduled. The Trefnydd confirmed she would consult the Cabinet Secretary and provide an update to Business Managers.

Business Managers agreed the following changes to the Three Week Timetable of Senedd Business:

 

Wednesday 9 July 2025 –

·         Debate on the Standards of Conduct Committee report: Twenty first report to the Sixth Senedd under Standing Order 22.9 (15 mins)

 

Wednesday 17 September 2025 –

·         Debate on the Petitions Committee report: P-06-1307 The Welsh Government should commit to the adoption of the maintenance of new housing estates by local authorities (60 mins)

·         Debate on the Equality and Social Justice Committee report: Turning up the heat before 2160 - time to pick up the pace on tackling fuel poverty (60 mins)

·         Time allocated to Plaid Cymru (60 mins)

4.1   Response from the Chair of the Local Government and Housing Committee regarding the Building Safety (Wales) Bill timetable

Business Committee considered the response from the Local Government and Housing Committee and agreed the proposed timetable for scrutiny of the Building Safety (Wales) Bill.

4.2   Planning Consolidation Bills - Timetable

The Business Committee considered the proposed timetable for scrutiny of the Planning Consolidation Bills and agreed to await the views of the Legislation, Justice and Constitution Committee before returning to agree the timetables at a future meeting.

 

Business Managers noted the limited time that is available for scrutinising the two Bills and the resulting necessity of striking an appropriate balance between the time allocated to the Initial Consideration Stage and providing scope for a Detailed Senedd Consideration Stage, should this be required.
